The Right To Manage provisions of the Commonhold and Leasehold Reform Act 2002 came into effect in 2003. The Act provides a route for flat owners to take control of their own communal affairs, regardless of whether or not there is any fault on the part of the freeholder or the current manager.

The HSC Right To Manage website is provided for Flat owners who wish to consider collectively controlling the service charges and the standards of service received.
